Valuing intangible outcomes from the Cooperative Research Centres‐Projects program

The growing use of triple helix arrangements to stimulate national systems innovation (NSIs) for broader economic benefits has largely focussed on quantifiable and compliance-based metrics evaluate the ‘success’ industry-university strategic collaborative research ventures. This metrics-focus ignores secondary, even tertiary, outcomes ventures that are difficult capture by administrators with traditional metrics. A project conducted Cooperative Research Centres—Projects (CRC-P) Program in Australia found that, a number cases, secondary tertiary were highly valued participants, provided important but hitherto officially unacknowledged socio-economic Australian NSI. discussion proposes typology beyond metrics, challenges policy makers consider development an ‘Innovation Ecosystem Body Knowledge’ inform future projects enhance ability actors access this ecosystem efficient productive manner order ensure potential gains from maximised.
